The head of the committee, Galina Antyufeeva, held a working meeting with representatives of the prosecutor's office, the Ministry of Internal Affairs, the Ministry of Justice, and courts. The law-in-draft "On Administrative Supervision of Persons who have been Exempt from Prisons" was considered in the zero reading, the purpose of which is to improve the legislative norms in force in this sphere. The initiative was developed and sent to the Supreme Council by the republic's prosecutor.
The working group met for the second time. The participants prepared their proposals for finalizing the presented document. 25 amendments were sent to the discussion.
A significant difference between the new law-in-draft and the current one is that administrative supervision is established by a court decision that deals with the establishment, extension, early termination of supervision, based on the principle of adversarial nature of the parties, which guarantees respect for the constitutional rights of citizens. This legislative norm now operates in Russia. Participants in the meeting agreed that the powers of the courts in this sphere should be spelled out in a separate chapter of the law. Work on it will continue in the next meeting of the working group.
