Work on the draft budget law 2024 is coming to an end

The Parliamentary Committee on Economic Policy, Budget and Finance continues to work on the country's main financial document. Deputies will consider the draft budget law for 2024 in the third final reading at the plenary meeting, which is scheduled for December 20.

Parliamentarians worked today on the amendments submitted to the Committee. They relate to the parameters of the Fund for Support of Territories of Cities and Districts, the Republican Environmental Fund and a number of other aspects of the law on the republican budget-2024. In particular, the talk was about the inventory of disturbed land plots provided for the development of mineral resources (purchase of equipment, implementation of control surveys, mandatory for state registration of lands disturbed during the use of subsoil). The amounts that will be provided for the payment of current repairs of equipment and inventory of healthcare institutions (1 million rubles) and the purchase of non-production equipment and durable items for them (about 26 million rubles) were specified.

Some changes are planned to be made to the Capital Investment Fund program. The amount provided for the capital fund in 2024 will remain unchanged – 217.3 million rubles. However, the list of objects included in it has been partially changed. So, the House of Culture of the village of Korotnoye was included at the request of the state administration of the Slobodzeya district in the program instead of the secondary school of Glinoi in the list of objects. Repair work has already begun in the rural recreation center in 2023 as a representative of the Slobodzeya State Administration noted in the course of the meeting of the Committee on Economic Policy, Budget and Finance.

As for other amendments, both deputies of the Supreme Council and government representatives said that Pridnestrovie was reducing its expenses due to the negative impact on the country’s economy from the outside when the law-in-draft was adopted in the first reading. The total reduction in the limits of possible financing of expenses in the presented budget in relation to the level of 2023 is estimated at about 421 million rubles, noted Minister of Finance of the Pridnestrovian Moldavian Republic Alena Ruskevich. For example, such reductions included activities to finance the business school of the PMR Chamber of Commerce and Industry and “Buy Pridnestrovian!” from the state target program for entrepreneurship development.

First Deputy Chairman of the Government – Minister of Economic Development of the Pridnestrovian Moldavian Republic Sergei Obolonik supported the initiative to allocate funds to finance the CCI business school. As for “Buy Pridnestrovian!”, this will be dealt with by the local authorities together with the Chamber of Commerce and Industry.

Victor Guzun thanked everyone for their constructive work on such a complex and voluminous bill as the law “On the Republican Budget for 2024” after the Committee deputies voted for the proposed amendments.

Deputies of the Committee on Economic Policy, Budget and Finance voted today to adopt in the second final reading the law on the budget of the Unified State Social Insurance Fund together with the 2024 budget law. Both documents will be considered at the next plenary meeting, which will take place on December 20. It will be sent to the President for signature after acceptance.
