A legislative initiative has been prepared for the second reading, which introduces a mechanism for controlling film distribution in the republic. Amendments and additions are proposed to be made to the law “On Cinematography” and to the Code of Administrative Offenses of the Pridnestrovian Moldavian Republic. It is proposed to enshrine at the legislative level norms according to which distributors will be able to show foreign films in Pridnestrovie only with special permission. Such permission can be obtained from the State Service for Culture and Historical Heritage after passing an examination to determine the film’s compliance with the current legislation of the Pridnestrovian Moldavian Republic.

The Committee proposed an amendment for the second reading according to which the screening and/or rental of films imported from abroad are carried out in accordance with the current legislation of the Pridnestrovian Moldavian Republic and on the basis of an agreement on the transfer for a certain period of copyright and permission to display a film imported from abroad. With the exception of the display of films on broadcast, cable, satellite television, distribution via the global Internet and the display of films imported from abroad for screening at international film festivals. The decision will be made by the deputy corps in the course of the plenary meeting. It is proposed for renting a film without permission obtained from the State Service for Culture to provide for administrative liability in the form of fines – from 100 minimum wages to 350 minimum wages, for legal entities – from 200 minimum wages to 500 minimum wages.

The authors of the legislative initiative are deputies of the relevant parliamentary committee Igor Buga, Andrey Safonov and Pavel Shinkaryuk. If the legislations are adopted in the final reading at the plenary session the new norms will come into force 60 days after signing by the President and official publication.

A legislative initiative of the Government aimed at improving the provision of public services has been prepared for the second reading. This law-in-draft proposes to clarify the concept of “public services” and transfer to the Government the right to establish a list of public services, determine the procedure and timing for ensuring their order and receipt in electronic form. It is proposed to expand the composition of agencies that can provide public services to include municipal authorities.

The legislations will be included in the course of the meeting of the Committee on Education, Science, Culture, Sports, Public Associations, Information and Youth Policy in the agenda of one of the next plenary meetings.
