The law-in-draft aimed at improving the legislation in the field of museum affairs has been prepared for the second reading. The initiative developed by the Government proposes to clarify the concepts of "cultural values" and "publication" in the law "On the Museum Fund and Museums in the Pridnestrovian Moldavian Republic", as well as to regulate at the legislative level the mechanism of state registration of museum items and museum collections, including their identification and registration in the Main Inventory Book.
It is proposed to enshrined in the specialized law two types of state registration – primary and centralized. Primary state registration will be an examination of cultural values and their initial registration in the Main Inventory Book of the museum for subsequent inclusion in the Museum Fund. Centralized accounting in turn will be carried out in relation to museum items and collections after their inclusion in the Museum Fund. Information about it will be entered into the State Catalogue of the Museum Fund of the Pridnestrovian Moldavian Republic and each will be assigned a unique identification number.
The law-in-draft on amendments and additions to the law "On the Museum Fund and Museums in the Pridnestrovian Moldavian Republic" will be included in the agenda of one of the next plenary sessions. The Committee on Education, Public Associations and Mass Media will recommend that the deputy corps adopt the Government's law-in-draft in the second final reading, taking into account the amendments developed by the relevant parliamentary Committee.
The law-in-draft on the republican budget for 2025 was discussed by deputies in the course of the meeting of the Committee. In particular, parliamentarians were interested in changes in the volume of funding in the areas of education, science, culture, sports, youth and information policy next year. Official representatives of the Government noted that the reduction in expenditure did not affect socially protected budget items. The state plans to fulfill all social obligations in the form of payment of wages, pensions and benefits in full. At the same time, the developers took into account the ongoing negative impact of external factors on the economy of the republic and potential shortfalls in the budget when drafting the main financial document. The draft consolidated budget for 2025 in this regard provides for a reduction in other expenses related to capital and current repairs of buildings, logistics and maintenance of transport. A conclusion will be formed in which the deputies of the Committee on Education, Public Associations and the Media will reflect their comments and suggestions on the draft law on the republican budget for 2025 based on the results of the discussion. This conclusion will be sent to the relevant parliamentary Committee on Economic Policy, Budget and Finance. The Committee on Legislation, Protection of Citizens' Rights and Freedoms and the Committee on Social Policy and Healthcare have prepared their conclusions on the law-in-draft on the republican budget-2025 as of October 18.
