Deputies of the Committee on Agro-Industrial Complex, Industry and Natural Resources considered government legislations aimed at extending some measures of state support for legal entities.
The first law-in-draft amends the law "On payments for pollution of the environment and use of natural resources". It is proposed in order to simplify the calculation and payment for pollution of the environment and use of natural resources to retain the right of legal entities to make an advance payment. This support measure has been in effect since 2022. Legal entities pay ¼ of the amount for each quarter. The Government proposed to extend the simplified administration procedure until 2025. The deputies of the relevant committee supported this law-in-draft and decided to recommend to their colleagues in the deputy corps to adopt it in two readings, taking into account the amendments.
The second law-in-draft proposes to extend the construction amnesty until the end of next year. The norm concerns individuals who before 2023 built a facility on their land plot in violation of the procedure established by law, made a redevelopment or reconstruction of the facility, or who by the time the construction amnesty came into force or during the period of validity, had the right to inherit the amnesty object. The construction amnesty is carried out in relation to residential buildings located on land plots, garden houses, summer cottages and extensions to them, as well as various outbuildings according to Article 1-1 of the Law "On Certain Additional State Measures Aimed at Minimizing the Negative Impact of External Economic Factors". The law-in-draft on extending the construction amnesty for another year was also supported by deputies in the course of the meeting of the Committee on Agro-Industrial Complex Issues and will be considered in two readings at once at one of the plenary sessions of the Supreme Council.
