Adopt in the final reading

Deputies of the Committee on AIC prepared amendments to the law-in-draft “On approval of the State program for the development of agro-industrial complex 2019-2026” for adoption in the second reading. The goal of the program is to ensure food security, increase the volume of production of own agricultural products, exports. The priority is made on the development of animal husbandry, vegetable growing, fruit growing and viticulture, taking into account the restoration of irrigated agriculture.

Totally 11 amendments were prepared. According to the head of the profile committee Oleg Leontyev, all comments and proposals to the law-in-draft have been worked out with the subjects of the right of legislative initiative.

The amendments for adoption in the second and final reading were prepared for the law-in-draft “On compulsory insurance of civil liability of vehicle owners”. The document prepared by the deputies of the relevant committee, improves the legislation in terms of expanding the list of owners of the insurance policy. The profile committee prepared 9 amendments for consideration. One of the proposals received concerns the timing of the entry into force of the document. The decision on the law-in-draft will be taken by the deputy corps.

Deputies considered law-in-draft, improving the norms of the Labor Code. The authors propose to eliminate the legal gaps in determining the mode of operation in agricultural organizations. According to the explanatory note to the document, the proposed standards are aimed at attracting and encouraging existing staff.

As the head of the committee noted, today legal relations in this area act on the basis of sub-legal regulatory acts. It is important to settle these issues at the legislative level, says Oleg Leontiev.

In addition to the relevant legislations, deputies of the Committee on AIC issues discussed amendments to the law “On the republican budget-2019” and prepared a number of recommendations. For example, according to parliamentarians, the state today needs to pay more attention to the financing of the ameliorative system. Members of the Committee called this a priority. Deputies also discussed the distribution of funds of the Road Fund.

Deputies will send comments on this law-in-draft, which is being prepared for consideration in the second reading, to the relevant economic policy committee.
