Regulations of the Customs Code fixed the pre-registration of foreign economic contracts as a mandatory element of customs clearance. July 20, the Supreme Council adopted in two readings and sent to the President for signature the Law "On Amendments to the Customs Code of PMR". This decision was the result of long work of deputies. Deputies of even previous convocation of the Supreme Council - Victor Guzun, Vadim Levitsky, Sergey Semenov, Alexei Narubai presented the legislative initiative to exclude from the obligation of registration of customs authorities of foreign trade activities contracts.

The Deputies found main arguments in favor of their proposals archaic norms for the current level of development of market economy, which limits the freedom of entrepreneurship. The list of arguments mentioned Russian experience, where such a thing as "registration of foreign economic contracts" in the legal framework does not appear. However, August 3, the President issued a decree which rejected adopted by deputies the law "On amendments to the Customs Code of PMR" and sent it to the Supreme Council for reconsideration.

Deputies of profile parliamentary committee on the development of business and industry once again decided destiny of the presidential veto at the last meeting. Deputy Chairman of the SCC Boris Panko was invited to it. Each side has once again presented arguments and arguments repeatedly expressed position regarding cancellation (saving) the registration of foreign economic contracts concluded by business entities.

The proposal was unanimously supported by the deputies of the parliamentary committee on the development of business and industry.
