Right of choice for management companies

Deputies of the Committee on Regional Policy, Local Government and Housing and Public Utilities considered the law-in-draft of the Government of the Pridnestrovian Moldavian Republic, aimed at improving the mechanism of payment for the maintenance and repair of housing stock, sanitary maintenance of the building and the adjacent territory, enshrined in the norms of paragraph 9 of Article 18 of the Housing Code of the Pridnestrovian Moldavian Republic.

The essence of the proposed amendments was presented to the deputies of the Committee by the Deputy Minister of Economic Development of the Pridnestrovian Moldavian Republic – Head of the Department of Energy and Housing and Public Utilities Evgeny Grossul.

There is mainly one personal account to which all funds received from the population for the services rendered are credited in practice at present due to the fact that not every apartment building receives enough funds from the population for services provided by the management organization for carrying out repair work. This allows to direct money to repair the majority of apartment buildings, if necessary. The adoption of the law-in-draft under consideration will allow organizations managing the municipal housing stock to open one current account, and organizations managing the private and public housing stock to open sub-accounts for each apartment building under their management, which corresponds to both modern developing technologies and the current realities of the present time.

Chairman of the Committee on Regional Policy, Local Government and Housing and Public Utilities Ruslan Gareev was interested in whether the possibility of carrying out emergency repairs in apartment buildings would remain with the opening of such sub-accounts. There should be a procedure for recording the funds collected and spent, and funds for emergency work are provided by local budgets of cities and districts as the official representative noted. The deputies voted to recommend their adoption in the first reading at a plenary session of the Supreme Council of the Pridnestrovian Moldavian Republic after discussing the proposed amendments to the Housing Code of the Pridnestrovian Moldavian Republic.
