The debt of the population to the energy supplying organizations today is about 160 million rubles. The government proposed to increase the responsibility of unscrupulous consumers for late payment for housing and utilities. The incentive measure for timely payment is progressive penalties. Under current legislation, it is 1/300 of the central bank refinancing rate. The developer of the law-in-draft proposed starting from the 91st day of non-payment to increase almost three times the size of the interest, which will be 1/130 of the refinancing rate.

Deputies supported the amendments to the Housing Code for adoption in the first reading.

Deputies in the course of the meeting of the relevant committee considered amendments to the law “On the mandates of voters”. The law-in-draft was introduced by Deputy of the Supreme Council Oleg Vasilaty. The parliamentarian focused on the fact that in 2018, the fund for the execution of voter orders was formed for the first time. Therefore, it is necessary to approve the procedure for forming a program of mandates at the legislative level.

The law-in-draft proposes to establish that the programs for the execution of orders of voters will be approved by a regulatory legal act of the relevant Council. In addition, with the adoption of amendments, the order of implementation of voter orders in the absence of a deputy in the relevant electoral district will be determined.
