Deputies of the Supreme Council Galina Antyufeeva and Vitaly Kalin proposed amendments to the law "On the order of entry to the PMR and departure from the PMR". The law-in-draft was considered at the meeting of the Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, Protection of Citizens' Rights and Freedoms. As the co-author of the legislative initiative and the head of the profile parliamentary committee Galina Antyufeeva noted, the Supreme Council repeatedly received complaints from citizens who had problems with traveling abroad with a child due to the prohibition of one of the parents.
The drafters of the legislation noted that the current legislation does not regulate the need to notify one of the parents about the disagreement of the second. In practice, the availability of such a ban, at times, becomes known only at the time of crossing the border. There are difficulties, especially when traveling abroad is urgently needed. At the same time, the reason for refusing permission to leave the child is not indicated. These legal gaps are designed to eliminate the legislative initiative: to oblige the applicant to indicate the reason for disagreeing on the departure of a child, as well as to notify the second parent about the ban within a few days. In the process of working on the law-in-draft, deputy committee head Grigory Dyachenko suggested changing one more rule.
