The Procedure for Licenses Registration

It is proposed to enshrine at the level of the law that the procedure for sending documents for obtaining a license will be established by the bodies involved in licensing. This kind of authority to date is under the jurisdiction of the PMR Government.

Each public authority providing public services is obliged to work within the framework of the relevant regulatory legal act according to the provisions of the law "On the organization of the provision of public services". This document describes the characteristics of the process, the form, content and result of the provision of public services. All requirements are developed by the public authority providing the service. The profile committee considers it necessary to make appropriate changes to the law "On licensing of certain types of activities" in order to bring it into line with the norms of the law governing the procedure for the provision of public services by public authorities.

In addition, the law-in-draft proposes to establish a list of entities that will be given the right to receive relevant information free of charge from the Unified State Register of Licenses. This list will include government bodies, local Councils of People's Deputies, Presidential Administration, Prosecutor's Office, Government Office, Accounts Chamber, CEC and PRB. Access will be carried out through state information systems in the manner established by the PMR Government.

The Committee on Education, Public Associations and the Media will recommend to the Supreme Council to adopt the law-in-draft in the final reading.

The report was heard in the course of the meeting of the committee by the Minister of Culture Maria Kyrmyz on the implementation of the state target program "Preservation of immovable objects of cultural heritage of the Pridnestrovian Moldavian Republic, requiring urgent repair" for 2019-2021 "and on the effectiveness of the use of funds for 2020.

Maria Kyrmyz informed the deputies: within the framework of the program for 2020, the work was planned at 15 objects, 13 objects were repaired. The work was carried out at 11 sites at the expense of the Program, at two sites from other sources. The Memorial of Glory was repaired at the expense of the Capital Investment Fund in Tiraspol; the Memorial of Glory in Rybnitsa was repaired at the expense of the local budget.
