Powers of state authorities of the capital

Deputies of the Committee on Regional Policy considered law-in-draft on expanding the powers of the Tiraspol City Council and the capital's state administration in the course of the meeting. It is proposed to amend the law “On the status of the capital of the PMR”. The essence of the law-in-draft was explained to the deputies by the Chairman of the Tiraspol City Council Vadim Doni. He noted that Tiraspol being the capital of the republic is implementing development programs, and legislation must correspond to the current tasks and realities in which the city is developing.

The head of the City Council answering questions from deputies said that the adoption of changes to the law will solve the problem of dilapidated housing stock. There are residential buildings built in 1917 on the territory of Tiraspol, many of which are in disrepair. The new norms will give local authorities the power, including through the capital’s program, if funds are available, to build a flexible fund where it will be possible to relocate citizens from dilapidated housing, and to build new ones in place of old houses, Vadim Doni explained.

The head of the capital's state administration Oleg Dovgopol added that the city has two long-term plans for the construction of new microdistricts. However, Tiraspol cannot begin these projects due to lack of funding and authority, among other things. Speaking about pressing problems, the head of the city emphasized the need to resolve the issue of improving street infrastructure.

Oleg Dovgopol spoke about the need to improve the area in front of the building of the Supreme Council and the Government. The head of the capital emphasized that the adoption of changes to the law “On the status of the capital of the PMR” will allow the city to use funds, including for the improvement of infrastructure facilities, regardless of their subordination to any government agency.

Deputies of the relevant committee decided to recommend to the deputy corps to adopt the law-in-draft of the Tiraspol City Council in the first reading at the plenary meeting of the Supreme Council of the Pridnestrovian Moldavian Republic.
