More than a year the Supreme Council is working on giving legal status to MTPL. Representatives of insurance companies, ministries, departments, public organizations, citizens were involved to participate in the discussion. The result of the hard work was the recommendation of the profile parliamentary committee to adopt the law-in-draft in the second reading. However, during the plenary session of the newly arisen issues on MTPL to return to the responsible committee for revision.10 amendments and the adoption of 5 to rejection were considered today meeting the Committee on agriculture, transport, construction, natural resources and environment. Practically each unanimous decision was found. The dispute has caused only one question: representatives of the Ministry of Foreign Affairs proposed were deleted from the list of persons obliged to issue compulsory MTPL insurance, car owners registered in the CIS countries, which have signed international agreements mutually recognize insurance policies issued under the mechanisms provided by international contract. According to the parliamentarians, such a mechanism would not be able to fully operate in the power of non-recognition of our state.
As a result, the law-in-draft was proposed to postpone, to hold another workshop to find a solution that would suit everyone: lawmakers and law enforcers.
Among the conclusions of the session of the Committee there is legislative initiative, developed by parliamentarian Viktor Guzun. Deputy on 43-th constituency, located in Dnestrovsk emphasizes that the preparation of the law-in-draft was caused by numerous appeals of voters living in cooperative houses. The Parliamentarian proposes to concretize already existing norms of the Land Code, in particular, that the tenants of the houses of all forms of property land should be granted the right of long-term use.
