Deputies of the Committee on Legislation, Protection of Citizens' Rights and Freedoms have prepared legislations for consideration in the second reading that improve the Code of Administrative Offenses and the Criminal Code. This is an initiative of the Committee's deputies on measures against drunk driving on electric scooters and other means of individual mobility in particular. The law-in-draft was revised taking into account the proposals made earlier at the plenary session when it was adopted in the first reading. For example, the amount of the fine was adjusted. It was proposed to fix it at the level of 150 minimum wages (2760 rubles). The deputies consider it necessary to remove from the punishment measures the initially proposed restriction on the use of a special right for a period of 1 year in addition to a fine. The rule on the passage of an electric scooter rider through an examination both at the place of detection of an administrative offense and in medical organizations will be retained at the same time.

Amendments have also been prepared for the law-in-draft of the Committee deputies on amendments to the Criminal Code. The initiative concerns the differentiation of criminal liability for involving persons under 18 in committing a crime: depending on the number of crimes, which will allow a more objective approach to the issue of sentencing in the opinion of the deputies. The Committee deputies propose to increase criminal liability if minors were involved in antisocial actions by the amendments, including via the Internet.

The legislations prepared for the second reading will be considered at the next plenary session of the Supreme Council.
