The Committee on Economic Policy, Budget and Finance considered changes to the Customs Code of the Pridnestrovian Moldavian Republic. Law-in-draft that proposes measures of state support for chemical industry enterprises will be submitted to the next plenary session for adoption in two readings at once. Such legal entities have the opportunity to receive a benefit in the form of a reduced rate of duty for customs clearance of goods only if the enterprise employs more than 500 people according to the current version of the Customs Code. However, the number of staff is decreasing: first of all, due to the introduction by Moldova of restrictions on the export of products that the neighboring republic considered "dual-use goods".
Chemical industry exports decreased last year by 29% compared to 2023. The inability to apply the benefit due to a reduction in the number of employees was the reason why the Government introduced an initiative to apply the benefit to chemical industry enterprises with a staff of 250 people instead of 500. Deputies of the Committee on Economic Policy supported the initiative in two readings at once and will submit it for consideration at the next plenary session. Another considered at the committee meeting the law-in-draft proposes amendments to the Customs Code of the PMR, which will regulate the procedure for completing the customs procedure of temporary import and create favorable conditions for economic agents of Pridnestrovie. It is expected that the measure will help enterprises of the republic that temporarily use equipment imported from abroad. They will be able to extend the customs procedure of temporary import for an unlimited period – without placing it under the customs procedure of release for domestic consumption. The law-in-draft will be submitted to the next plenary session, which is scheduled for July 16. The final decision on the adoption of the new measure will be made by the Supreme Council.
