Support for entrepreneurs and exporting enterprises

15.07.2019

The law-in-draft “On concessional lending to small businesses” was developed by a group of deputies to provide state support to business entities operating in such priority areas as the purchase of imported pedigree cows and the purchase of planting material for gardens. However, such business entities often go beyond the scope of small businesses. In this regard, it is proposed to extend the effect of concessional lending to all business entities.

Also at the meeting of the Committee were considered changes and additions to the Customs Code of the PMR. The law-in-draft was developed in order to simplify the access of domestic producers to the markets of foreign countries, as well as to develop the republic’s export potential.

When discussing the terms of concluding a contract for the supply of manufactured products with potential counterparties, as well as when working with already existing counterparties, business entities often face the need to send samples of their products to their partners. Currently, the current legislation of our republic does not contain a clear concept of “sample goods”.

At the end of the meeting, the Committee considered amendments to the resolution of the Supreme Council “On Approval of the Regulations on Directions and Procedures for Expenditures of the Fund of the State Reserve of the PMR formed at the expense of the grant funds of the Russian Federation, received for the provision of technical loans in order to support the subjects of the agro-industrial complex, small businesses".

This draft resolution was developed in order to bring the norms of the Decree in accordance with the norms of current legislation, as well as to provide opportunities for individual entrepreneurs to receive interest-free loans for the development of personal subsidiary farming through the Fund of the State Reserve of Pridnestrovian Moldavian Republic.

Considered at the Committee meeting legislations will be submitted to the plenary session of the Supreme Council for adoption in the final reading.
