The Supreme Council and the Government are discussing support measures for agricultural producers who suffered losses due to drought, spring frosts and restrictive measures related to the state of emergency in the republic. On May 13, the deputy corps adopted in the first reading amendments to the law “On additional measures aimed at stabilizing the economy of the PMR”. The document provides for soft loans for replenishment of working capital and for the restoration of crops, prolongation of previously issued loans for 1 year, exemption from payment of land tax, share collection and fixed agricultural tax from lands on which crop loss is recorded, as well as reduction of income tax rate for enterprises who process their own vegetables and fruits.
Today, the deputies of the parliamentary committee on agricultural issues prepared amendments to the adoption of the document in the second reading. They were prepared on the basis of appeals of agrarians. They were interested in whether they would be able to obtain the right to benefit if the lands on which the crop died were resettled. Parliamentarians and members of the Government agreed that such agricultural producers will also receive state support. At the same time, the Ministry of Agriculture should fix the fact of the loss of the crop.
Exemptions are also offered for peasant farms that operate on the basis of an entrepreneurial patent. They can be exempted from paying tax on potential annual income. This tax is part of the patent payment paid by the peasant farm.
In addition, agricultural producers can be exempted from paying rent for land. We are talking about those lands on which the crop died and where the state is the tenant.
The area of lost and damaged crops is about 65 thousand hectares of land.
The law-in-draft on agricultural support, prepared for consideration in the second reading, will be considered tomorrow in plenary.
