Deputies of the parliamentary committee on development of entrepreneurship and industry during the meeting unanimously supported the law-in-draft "On Amendments and Addendum to the Law "On the Individual Business Patent". The author of the legislative initiative is President Vadim Krasnoselsky. He introduced it to the Supreme Council, still being a parliamentarian.
Law enforcement practice shows that an individual entrepreneur working on the basis of a relevant patent is not always able to carry out activities independently. Naturally, he has a need for additional hiring of workers. However, today, unlike Russia, the Pridnestrovian patent owner is not entitled to hire employees. As a result, the current restriction does not give him the opportunity to fully implement the constitutional and civil right to engage in entrepreneurial activities. On this occasion, the state authorities, including the Supreme Council, received repeated appeals.
The essence of the legislative initiative, proposed by Vadim Krasnoselsky with the aim of expanding the rights of entrepreneurs is to grant the patent holder the opportunity to hire, on the basis of a civil law contract, no more than five employees within the framework of one entrepreneurial patent. In this case, the patent holder will pay the imputed tax for each person hired for work in the amount of 80% of the maximum tax rate for the relevant activity.
The legislative proposal of the head of state is aimed at creating additional jobs, reducing unemployment, supporting individual entrepreneurs in their pursuit of development and further transition to larger business forms, and the formation of a favorable business climate.
