The Committee on Economic Policy, Budget and Finance considered the new legislative initiative in the first reading. It proposes to introduce liability for non-compliance with the procurement law. As the Chairman of the Committee and one of the authors Viktor Guzun, noted when presenting the initiative, the procurement law adopted in 2018 was tested in the republic a long time ago. The rules of the law were introduced gradually.
The law regulates a comprehensive mechanism for the implementation of procurement activities in relation to goods, works, services to meet state, municipal and commercial needs for the transparency of such procurement, the prevention of corruption and other abuses in the area of control over the expenditure of funds and the time has come to introduce liability for non-compliance with procurement legislation that the system is working now. It is not in the legislative field of Pridnestrovie today.
Parliamentarians propose to make changes to two documents at once – the Code of Administrative Offenses and the Criminal Code. The parliamentarians' initiative was supported by the Government. The legislations will be submitted for consideration by the Supreme Council in the near future. Work will be carried out on the comments and suggestions made by interested parties as part of the preparation of legislations for the second reading.
