Debut legislative initiative of deputies Andrei Safonov, Igor Buga and Pavel Shincariuc concerning the amendment to the law "On the observance of citizens' peace and quiet" was considered during the meeting of the Committee. Looking back, this law came into force in October 2014. Its rules prohibit carry out repair work or rebuilding of premises in homes every day between 13:00 and 15:00, as well as to break the silence from 23:00 to 7:00 on weekdays and from 23:00 to 8:00 on weekends.

Co-author of the law-in-draft spoke of the necessity to prohibit repair works, accompanied by the noise on weekends, public holidays and on weekdays - in the period from 13:00 to 15:00 and from 19:00 until 23:00.

Despite the potential difficulties of submitted by the authors norm compliance in the future, the deputies called the current proposal colleagues, but offered to reconsider the second reading of the compliance period of silence. In general, according to the Committee's decision the document will be recommended for adoption.

Expansion of the activities of the bodies exercising operative investigation activities, in view of the transition of a number of serious offenses to the category of medium gravity was discussed at a meeting of the Committee on Legislation. The President proposed to amend the Code of Criminal Procedure, the adoption of which would make it possible to carry out the interception of telephone and other conversations in respect of persons suspected or accused of committing crimes as a serious or very serious and moderate injury. The amendment has been prepared on the basis of harmonization of the Russian legislation. Parliamentarians emphasized the necessity to limit the list of crimes of medium gravity, to which the rate will be applied. Based on the constitutional provisions, the invasion of privacy by means of interception of telephone and other conversations, reading information from the technical communication is exceptional and must be proportionate in terms of protecting the public interest and the constitutional rights of citizens. Taking into account the observations of the Committee the conceptual law-in-draft will be recommended for adoption in the first reading.
