The Committee on the agricultural and transport at the meeting considered reports on the implementation of 7 state targeted programs in the field of agriculture, livestock, reclamation, forestry and equipment by transport of the fire department by transport.
"Development of the Agro-Industrial Complex of the PMR for 2019–2026" State Target Program for 2024
Measures included in the state targeted program for the development of the agro -industrial complex were funded from the Agricultural Support Fund in the amount of about 21 million rubles in 2024.
Money to finance the following areas in the GDP:
- anti-epizootic measures in livestock;
- subsidizing the volume of delivery of milk production for industrial processing to domestic manufacturers;
- subsidizing part of the costs of buying a breeding cattle of a dairy direction;
- subsidizing the purchase of planting material for laying bone gardens;
- measures to combat quarantine pests, pathogens of plant diseases and weed plants.
So, for example, subsidies at the livestock of tribal heifers were provided in the amount of 1 million 670 thousand rubles in the amount of 140 goals last year. Subsidies for milk are funded in the amount of 18.5 million rubles. The total volume of milk, subject to subsidizing in January-December 2024 in credit weight (with basic fat content of 3.5%), amounted to 18 million 799 thousand 612 kg, which is 5.3% more compared to the same period of 2023. Supplies from organizations and peasant (farm) farms increased by 5%, 32%decreased from the population at the same time.
All measures were performed on the development of gardening: 371.9 hectares of young plantations were planted, including gardens 349 hectares, vineyards 1 hectares, walnuts 21.9 hectares. Young plantations that entered fruiting, 135.6 hectares were put into operation, including gardens 114 hectares, vineyards 4 hectares, walnuts 4.2 hectares, berry 13.4 hectares, the report of the parliamentary committee on the agricultural sector says.
"Restoration and development of the reclamation complex of the PMR on 2022-2026" State Target Program for 2024
The implementation of the state target program for the restoration and development of the reclamation complex of the PMR continued in 2024. Repair and restoration work was carried out at pumping stations, the commissioning of new irrigation stations. The execution of the state program in 2024, according to the report of the relevant committee, contributed to an increase in the area of irrigated lands to 35885 hectares, and 1841 hectares covered by state reclamation systems of lands by 1841 hectares. Irrigation appeared due to private investments at the area of 2 thousand hectares. The number of objects of the state reclamation system increased at the pumping 2 stations. The measures held as part of the state development program for reclamation help to receive a guaranteed crop of basic agricultural crops, which helps to increase the level of food security.
"Development of a drinking water supply system of settlements of the PMR for 2024–2028" State Target Program for 2024
Financing for the cost of implementing a state program was carried out at the expense of the Fund for providing state guarantees for settlements with citizens entitled to a land share (share), and other employees of agricultural enterprises with approved types of work and planned funding limits in the amount of about 12 million rubles in 2024. Design and estimate documentation for the construction of water networks in a number of settlements was made, water towers were installed, a pure water tank was built, and centralized water supply was developed for this amount. So, the water supply network were built in 8 streets in the village of Kitskany, Slobodzeya district. Centralized water supply was developed in the village of Kolbasna Rybnitsa district. Water networks were also built on 3 streets of the village of Glinoye Slobodzeya district, in one street in the village of Krasnaya Gorka, Grigoriopol district, in the village of Dolikeu of Grigoriopol district in 7 streets, in the villages of Doybana-1 and Novo-Komissarovka Dubossary district.
The installation of water tower on 6 wells in the villages of the Grigoriopol district was installed according to the state program.
State Target Program on the restoration of high-barreled oak trees on the lands of the PMR State Forest Fund for 2021–2041 for 2024
The release of the liberated areas of forest was carried out by creating forest crops sowing of accelerated on an area of 8.0 hectares within the framework of the state program in 2024. At the same time, according to the Passport of the State Target Program, in 2024, oak landing was supposed to be made in a total area of at least 12.5 hectares. Thus, the state program in 2024 was performed by 64%. It is noted that the reduction in the actual area of the created forest crops is due to the use of a large amount of planting material for the addition of forest crops on an area of 17.2 hectares in the Rashkovo and Dubossary forestry in connection with the grass of wild boars. Work was carried out to prepare soils on an area of 13.6 hectares, and caring for forest crops on an area of 78.3 hectares in 2024 according to the report.
“Development of the mineral resource base, rational and integrated use of mineral resources and the protection of the subsoil of the PMR for 2022–2026” State Target Program in 2024
The action of this state program is aimed at expanding and high-quality improvement of the mineral resource base, determining the pace of reproduction and strategy for the use of mineral resources, protection of subsoil and protecting the environment in the republic. According to the state program, specialized specialists monitored the groundwater regime and the development of exogenous geological processes and measures to minimize it last year; developed and implemented measures for the rational use of groundwater, their protection against exhaustion and pollution; they conducted reconnaissance deposits of minerals and the provision of state needs in mineral resources. So, 82 wells were examined in 15 settlements of the Kamenka district. During the examination, 14 abandoned wells were taken into account, which serve as a source of groundwater pollution in 11 settlements of the Kamenka district. A former poultry farm has a liquidation tamponing of 4 wells in Grigoriopol district, this was done to protect the aquifers from the depletion and pollution of groundwater. Reconnaissance and operational wells were drilled in the areas in need of drinking water. The depth of the drilled well was 55 meters in the village of Bolshoi Molokish, Rybnitsa district, according to the results of the analysis, water from the well corresponds to the sanitary and epidemiological standards of drinking water. Places where the soil are most often or may occur in the republic.
State Target Program “Replacing lamps with mercury-containing street lighting lamps of public roads of the PMR in state and municipal property, for LED lamps” for 2024-2028” for 2024
The state program for the replacement of mercury-containing lamps with LEDs was adopted last year and operated for about six months. They were replaced by LED 1045 street lamps during this time, according to the report. It is noted that LED lamps are more energy efficient and only those that were replaced last year will reduce the energy consumption by 11,415 kWh per year. However, as noted in the report, these work was not financed and, according to the results of 2024, the enterprise of the State Unitary Enterprise “Unified distribution power networks” formed payables in the amount of 1 million 73 thousand 906 rubles.
"Reinterposition of service fire transport" for 2023–2031" State Target Program for 2024
This state program in 2024 was executed according to the plan. The planned and allocated 6 million 790 thousand rubles were aimed at purchasing 3 tankers of the fireman “AC 5.0-40”. It is noted that, the delivery time of purchased tankers was extended taking into account external factors, including taking into account the complex logistics path. Finally, the execution of the contract was carried out on March 19, 2025, when the tankers were delivered to the territory of Pridnestrovie. The state program is aimed at reequipping independent militarized fire units of the republic.
Decisions on approval of reports on the execution of these state target programs will be submitted to the plenary meeting of the Supreme Council of the PMR.
