Amendments of the deputy Galina Antyufeeva for inclusion in the Code of Criminal Procedure were considered in the course of the meeting of the Committee on Legislation, Law Enforcement, Protection of the Rights and Freedoms of Citizens. We are talking about preventive measure, as detention. Current legislation provides that such a legal norm is applied by judicial decision (definition) the suspect or accused of a crime, punishable by imprisonment for a term exceeding three years. The Code also stipulates that the court can not to initiate measures of restraint in the form of detention only juvenile. The law-in-draft proposes to allocate a few social groups, which will impose restrictions on the choice of measure. The proposal should not apply to the commission of grave and especially grave crimes. The author proposes to include in the list of not only juvenile, but women with children under three years old, pregnant women, those who have reached the age of seventy, and disabled the first group. As noted at the meeting of the Committee Galina Antyufeeva, this question was often raised by lawyers. According to the author of the law-in-draft, in respect of these categories of persons, the court assesses the mitigation of punishment in practice. However, the rule should operate at the legislative level. Another point is also important - the law-in-draft would reduce the costs of the suspects and accused persons, and improve conditions of detention already in jail. With regard to women suspected of committing crimes, child-care facilities remain. The risk to the health of pregnant women is reduced. Members of the parliamentary committee will recommend the deputies to adopt the law-in-draft "On amendments and addendum to the Criminal Procedure Code of PMR" in the first reading.
Another initiative has found support among the deputies of the Committee on Legislation, designed to introduce the new law "On perpetuation of the Victory in the Great Patriotic War of 1941-1945" in the legislative environment of the Republic. The deputy Oleg Khorzjan was the author of the law-in-draft. The provisions are designed to prevent the propaganda and public demonstration of attributes or symbols of organizations, including foreign or international, who deny the facts and conclusions set out the verdict of the International Military Tribunal. Similar rules are applied in Russia since last year, when the law "On perpetuation of the Victory in the Great Patriotic War of 1941-1945" was improved. According to Oleg Khorzjan, the law-in-draft will not only perpetuate the memory of the Great Victory, but demonstrate the unity of Pridnestrovians with Russia on the issue of respect to the unparalleled heroism of the Soviet soldier. The decision on this initiative will be up to deputies.
