The Education and Employment

The Committee on Education, Science and Culture under the leadership of Mikhail Burla considered a number of relevant initiatives. The proposal of the Committee on Social Policy making some changes to the Code on Marriage and the Family was supported. This is about legal regulation of relations between minors and their parents or guardians (trustees). One of the standards proposed, for example, give parents the right to choose the educational institution and the form of general education, taking into account the views of children. Parliamentarians support avoiding territorial principle of choosing an educational institution widespread in the recent practice. Deputies say it is better to make child's ability make the cornerstone.

The issues of employment of graduates of vocational education institutions were discussed at the meeting of the Committee. The current legislation requires the so-called mandatory allocation of budget. Parliamentarians offer exceptionally grant them the right to self-employment, which, incidentally, is written in the law "On Employment".

Representatives of the Ministry of Interior, which is in the conduct of legal institute, consider that the initiative is possible to adopt only proviso "except special schools" or "other than persons with mandatory distribution on the civil service". The absence of this amendment will exacerbate an already difficult situation with the recovery of money spent on the training of students, after graduation not starting the service. All specifications are discussed. The initiative will be recommended for adoption in the first reading.
