The Rights of Police Officers should be limited

A group of deputies of the Supreme Council adopted the initiative to prescribe in detail the powers of police officers in the sphere of road safety at the legislative level. It was proposed to limit their opportunities regarding unreasonably stop vehicles. According to the parliamentarians, police officer can use this right only in case of violation of traffic rules by the driver. Yuri Sporish (one of the authors of the law-in-draft) considers that "contacts of police officer with the drivers should be kept to a minimum in the absence of violations". Government representatives opposed this approach, insisting that the innovation will complicate the work of law enforcement officers to identify offenses and persons who committed them. Representative of the Public Chamber of PMR Valerian Tulgara who attended the meeting of the Committee noted that it is necessary to find out public opinion and suggested proper examination on this matter.

Another discussed amendment involved vehicle examination by police officer. According to deputies, the inspection, involving drivers or citizens of the consignment must be replaced in an ordinary situation, the implementation of which is legally solely on suspicion that they are being used for illegal purposes. Procedures should be compiling the relevant act compulsory part of the inspection.

Initiative on amendments and addendum to the law "On Militia" will be recommended for adoption in the second reading, and the deputies consider it necessary to stay in this mode to be able to continue the work on the law-in-draft.

The Committee on Security, Defense and Peacekeeping activity discussed the initiative of a group of deputies, designed to regulate the legal relationship arising from the registration of citizens of weapons in more detail. Today, permission to carry and store are issued for three years. The authors of the law-in-draft consider that in case of fair execution of duties for this period may be extended to five years. It was proposed to register the rule that during the period of review by the authorized body on the renewal of the permit, the weapon is not withdrawn in the law. One month is given for the issuance of permits. In case of refusal to issue a permit, the applicant must be informed of this in writing, stating the reasons. In addition, such a decision may be appealed to the state agency in court. The legislative initiative to amend the law "On the turnover of arms and ammunition on the territory of Pridnestrovie" will be recommended for adoption in the first reading.
