Deputies of the Committee for the Development of Entrepreneurship and Industry discussed about ten issues. The main discussion was prompted by a law-in-draft directed by Vadim Krasnoselsky being in the status of a deputy. It is proposed to enshrine the norm, according to which the customs authorities should control the goods and vehicles in accordance with the law on the procedure for conducting inspections.
The law-in-draft was sent in November 2016. Deputy Chairman of the State Customs Committee Alexei Lipovtsev recalled that last September the Supreme Council adopted a new version of the Customs Code. The updated legislative act meets modern requirements of international practice in the sphere of customs regulation. In this regard, the representative of the State Customs Committee does not see the need to adopt this law-in-draft.
A similar position was expressed by the deputy of the profile committee Vadim Levitsky. The parliamentarian emphasized that practically all customs procedures have become much simpler.
The chairman of the trade union of entrepreneurs, Anatoly Frunza, spoke in support of the law-in-draft. In his opinion, the current norms regulating the procedure for conducting checks by the customs authorities are not enough. The law-in-draft was supported by Deputy Vadim Doni.
The head of the Committee for the Development of Entrepreneurship and Industry Victor Guzun summed up the discussion of the law-in-draft. In his opinion, the earlier amendments changed the approach in the activity of customs bodies, the customs procedures were significantly simplified.
After a lengthy discussion, the deputies of the profile committee recommended the law-in-draft for adoption in the first reading. All the controversial points will be discussed in the second reading. Parliamentarians are ready to work on all the amendments that have been made, so that the current mechanism will be changed for the better.
