Increased fines for unfastened seatbelt

The President of the Pridnestrovian Moldavian Republic proposed to increase the fine for unfastened seatbelt. The law-in-draft of the President on amending the Code of Administrative Offenses was considered in the course of the meeting of the Committee on Legislation, Protection of the Rights and Freedoms of Citizens. The initiative proposes to increase the fine from 2 to 10 minimum wages. For the fact that the driver drives a car with an unfastened seat belt, transports unfastened passengers, rides a motorcycle, a moped without a helmet, and passengers are without a motorcycle helmet or it is not fastened, you need to pay a fine of not 36 rubles 80 kopecks, but 184 rubles. The law-in-draft was initiated to improve road safety. Statistics for the past year showed that more than 80% of those killed in road accidents with unfastened belt, and more than 90% were injured for the same reason.

The deputies of the Committee emphasize the importance of the seat belt, which reduces the risk of serious injury in an accident, but consider it necessary to correct the changes proposed by the law-in-draft. So, it is necessary according to parliamentarians to increase the fine to 184 rubles only for driving outside settlements. This is due to the fact that the speed limit on the highway is higher, and therefore the risk of an accident is higher. The speed limit on roads is 50 km/h in the city or in the villages, and in residential areas - 20 km/h. At the same time, cameras are working, fixing the speed and disciplining drivers. Therefore, the size of the fine for an unfastened seat belt in the territory of settlements should be left at the same level, deputies of the relevant committee consider, and if the driver violates the rules outside the settlement, then administrative liability can be increased.

As the official representative of the Ministry of Internal Affairs noted, due to an unfastened seat belt, there are health risks both in the city, where the speed limit is lower, and outside the city. Therefore, this law-in-draft was proposed to increase the amount of the fine.

This is a debatable issue in what cases to strengthen administrative responsibility for an unfastened seat belt. The law-in-draft of the President will be considered in the first reading at one of the plenary sessions. In general, the deputies of the profile committee supported the proposed changes to the Code of Administrative Offenses, based on the fact that the document will be finalized for the second reading, taking into account the position of the deputies. Attention was focused in the course of the meeting of the Committee on the need for traffic militia officers to strengthen explanatory work with drivers about road safety and compliance with the Rules of the Road.
