About the roads and plots

Members of the Committee of the Supreme Council on agriculture, transport, construction, natural resources and the environment gathered at the first this year meeting. At the beginning of the work they supported a legislative initiative of their colleague Anton Onufrienko, who offered empower local governments the right to allocate and withdraw land. Members of the responsible committee agreed with the adoption of the amendment, which clarifies that the responsibility of local government is the selection (removal) of land designated for housing and public facilities as part of the preparation of the law-in-draft for the second reading.

Two issues, discussed during the meeting concerned eternal theme of the roads. Deputies in charge of the parliamentary committee on the initiative of colleagues Vadim Kravchuk intend to put on a legislative basis for the procedure for road repair after it was opened for the construction of engineering networks for different purposes. Now this procedure is regulated in the sub-legal level. The essence of the legislative initiative is the following: the organization that violated the roadbed in connection with the production of engineering works for laying communications, at their end, or is obliged to restore it or to compensate for the costs of production of these works dedicated road enterprises.

The second question concerned the approval of road municipal programs for maintenance and repair of roads. There is a dispute between the local executive and representatives of the government  over who should claim the cost of production and targeting of repair work on the roads. The point of view on this subject was expressed by the head of parliamentary committee Oleg Leontiev.
