The Committee on Legislation, Protection of the Rights and Freedoms of Citizens is completing work on the law-in-draft of the PMR Prosecutor on introducing into the legal environment of the republic a new law “On advocacy in the PMR”. The author of the law-in-draft was the Prosecutor of the Pridnestrovian Moldavian Republic with the aim of replacing the law “On the Bar” that has been in force for 30 years. A working group was created by the relevant parliamentary committee in order to take into account the opinions of representatives of various government bodies. All proposals were worked out in the course of working sessions, which were subsequently formalized and adopted in the second reading in the form of amendments.
Deputies of the committee supported another package of amendments received from the Tiraspol City Council in the course of the meeting today. The law-in-draft “On advocacy and advocacy in the PMR” will be reconsidered in the second reading at the next plenary meeting. This will be followed by a third reading, after which the new law will be sent to the President for signature.
As the author explains, the new law will contain current rules for regulating the activities of lawyers. There are clear requirements for applicants to obtain the status of lawyer. The qualification commission taking the exams will consist not only of lawyers, but will also include representatives of the Supreme Council, the Ministry of Justice, the Supreme and Arbitration Courts. The Qualification Commission will also consider complaints about the actions or inactions of lawyers.
Most of the new norms are similar to the norms of the Russian law “On advocacy and the legal profession in the Russian Federation”.
