Members of the Committee on Business and Industry recommends to the plenary to adopt the initiative of the Supreme Council Chairman Vadim Krasnoselsky designed to improve the current patent system in the republic in the second reading. The action of the individual entrepreneur's patent applies today only to the administrative-territorial unit, where it is issued, that is, strictly according to the place of residence of the citizen. Pridnestrovians working not in the locality in which they live, receive more expensive Republican patent that gives the right to work in the entire Pridnestrovie.

The speaker proposed solution in the form of a new mechanism: a person wishing to obtain a patent shall submit an application to the territorial tax inspectorate at the place of residence, indicating the administrative and territorial unit, which plans to carry out activities. In order not to disturb the balance of the proceeds to local budgets, the author proposes a fee for a patent to produce at rates established by public authorities of the city or area in which the entrepreneur intends to operate.

Opinion on the desirability of the law-in-draft was unequivocal at the meeting of the relevant Committee. The only offer made by representatives of the government, due to the peculiarities of the implementation of the new mechanism. They suppose that it would be right to give a month's gap between the period of enactment of the law and its application. Parliamentarians agreed with voiced arguments.
