Not charging the additional funds from the public

The occasion of the workshop of Committee on Agriculture, Transport, Construction, Natural Resources and Environment became the need of the Government to discuss the law-in-draft "On Amendments to the Law of PMR "On payments for environmental pollution and use of natural resources". Deputies decided to dot the i's on the financing of measures to organize the collection, removal and disposal of solid waste.

Representatives of the Ministry of Agriculture and Natural Resources, the Committee of Prices and Antimonopoly Activity were invited for the dialogue.

During the discussion they told about addition to government organizations carry out their activities as private firms servicing landfills. The government proposed to provide for the mechanism of allocation of funds from the Republic Environment Facility, the necessary institutions for the operation of landfills. To do this, you need to install an additional fee for the placement and disposal of solid waste on the landfill of 1 RU MW (about 10 rubles) per 1 cubic meter. Relevant ministries will approve the respective program of activities of economic entity. Thus, according to the chairman of the Committee on Prices and Antimonopoly Activity Vitaly Ulitka, today operating service organizations landfills will not spend money on their own, this process will be under the control of the Ministry.

It was also suggested that the adoption of the legislative initiative will entail additional costs on the part of the population. To avoid this, the parliamentarians proposed a law to establish a ban on the increase in the payment for the collection and disposal of solid waste.

Representatives of relevant ministries agreed with views of the deputies. Taking comments into account the committee prepares an amendment to the law-in-draft for consideration in the first reading.
