Communication of Parliament with the residents of cities and regions identify the most pressing human settlements issues. One of the pain points for residents of rural areas is lighting. The initiative to partially solve this problem was discussed during the meeting of the parliamentary committee on the development of business and industry. Town and district councils of Slobodzeya offered to make adjustments to the law "On the Road Fund PMR" in order to increase the size of payments allocated for the organization and operation of street lighting. Today it is 10% of the planned subsidies allocated to local budgets from the state for the maintenance of roads. Taking into account the deplorable condition of road lighting and the high cost of the necessary equipment to improve it, Slobodzeya deputies proposed to increase the aforesaid percentage tripled. The views of parliamentarians on the subject were divided. There were concerns as to whether these funds is used for the intended purpose, and the assumption that such a splitting, when a third of the fund will be spent on lighting, may further aggravate the condition of the already poor roads. At the same time lawmakers have agreed that the possibility of variation within the larger framework has its advantages.
As a result, in consultation with the representative authors of the law-in-draft, the Committee decided to make a compromise amendment.
