The Benefits for Orphans

Комитет по социальной политике, здравоохранению, труду, вопросам семьи и детства

19.05.2022

Deputies considered in the course of the meeting of the Committee on Social Policy the initiatives of the Government, which are aimed at social protection of vulnerable categories of the population – orphans and children left without parental care.

A state program has been in place to provide housing for orphans and children left without parental care in Pridnestrovie, since 2018. But the queue is even longer – more than 1000 orphans do not have their own housing. Deputies of the profile committee considered amendments to the law "On additional guarantees for the social protection of orphans and children left without parental care." The changes will allow state administrations of cities and districts to pay monthly monetary compensation to orphans for commercial rental housing, if it is not possible to provide them with separate housing or a place in a hostel.

The law-in-draft is recommended for consideration at the plenary session in the second reading. Once adopted and signed, the law will enter into force on January 1, 2023.

Another law-in-draft concerns the terms of payment changing of a one-time employment allowance for orphans. According to the current legislation, an allowance in the amount of 1441 RU of the minimum wage (which is almost 14 thousand rubles) is paid 3 months after the start of employment. The Government took the initiative to reduce this period to 1 month. The deputies of the Committee supported the initiative and recommended that the law-in-draft be considered at the plenary session in the first reading.
