The President sent to the Supreme Council the legislative initiatives, which provided for the strengthening of administrative responsibility for offenses in the sphere of road safety. Amendments are proposed to be included in the Code of Administrative Offenses and the law "On Enforcement Proceedings". The legislations were considered by parliamentarians during the meeting of the Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, Protection of Citizens' Rights and Freedoms. As the head of the legal department of the Ministry of Internal Affairs Radion Chebotari noted, the presented initiative is of a complex nature.
In the opinion of the deputies, along with increased responsibility for violations on the roads, it is necessary to carry out preventive work. As the chairman of the profile committee Galina Antyufeeva noted, the system, first of all, should prevent violations. It was supported by colleagues and parliamentarian Grigory Dyachenko.
Taking into account the made comments, the parliamentarians recommended the deputy corps to adopt legislative initiatives in the first reading.
Deputies the Committee considered the draft resolutions of the Supreme Council "On declaring an amnesty in connection with the 22nd anniversary of the adoption of the Constitution of the PMR" in the second reading. As noted earlier, about four hundred "deviators" of military service will receive the right to correct it.
The deputies recommended the Supreme Council to adopt the law-in-draft on supplementing the norms of the Constitutional Law "On the Commissioner for Human Rights" in the second reading. This will enable the Ombudsman to apply to state organizations to protect the applicant's rights.
