The Committee on Regional Policy held a regular meeting

Deputies of the Committee on Regional Policy, Local Self-Government and Housing and Communal Services held a regular meeting. One of the topics of discussion was the legislative initiative of the Bendery City Council of People's Deputies. It was proposed to amend the Law of the Pridnestrovian Moldavian Republic “On local authorities, local self-government and state administration in the Pridnestrovian Moldavian Republic”.

The local authorities have at present the right to set fines for various offenses, such as damage to the natural environment, pollution of streets, sidewalks, lawns, damage to local council property, etc. However such powers are duplicated by other laws including the Criminal and Administrative Codes that provide for fines for these offenses.

The state administration of Bendery identified unexercised powers in the course of the analysis, for example, control of the construction and operation of reclamation structures, establishment of rules for water use and the use of water intake structures for drinking and domestic needs of the population, establishment of sanitary protection zones for water bodies. These functions have been transferred to the Ministry of Agriculture and Natural Resources, and therefore they should no longer be the responsibility of local authorities, the Bendery City Council consider.

The proposed amendments eliminate duplicative regulations. Committee deputies supported the law-in-draft; the issue will be submitted to one of the next plenary sessions of parliament for consideration in the second final reading.
