Deputies discussed legislations relating to the geological study of the republic's subsoil in the course of the meeting of the Committee on Agro-Industrial Complex and Natural Resource. The government proposed to exclude the right of legal entities and individuals to conduct geological exploration of subsoil on those land plots that are leased to them. Search, exploration and evaluation of mineral deposits in the republic are carried out exclusively within the framework of government programs. Therefore, it was proposed to amend the laws “On payments for environmental pollution and the use of natural resources” and “On subsoil”. This will exclude the rule that provides benefits to subsoil users who have carried out searches and exploration of the deposits they are developing at their own expense, or who have fully reimbursed all state expenses for searches and exploration of the corresponding amount of mineral reserves. The state will not exempt legal entities or individuals from contributions for the reproduction of the mineral resource base during the development of these deposits. The relevant committee decided to submit the legislations to the plenary meeting on September 20, this decision must be approved by the Presidium.
Another legislation, which was considered in the course of the meeting of the relevant committee, concerns the improvement of the law “On corporate income tax”. The authors of the document are Committee deputies Oleg Leontyev, Oleg Baev, Igor Yarych and Ivan Nedelkov. It is proposed to prescribe a more precise and clear definition of the type of procurement activity in terms of agricultural services. The law will state that we are talking about income received from the provision of services for acceptance, processing, cleaning, drying, and storage of agricultural products to avoid double understanding of the norm. These services in relation to grain crops are provided by grain storage facilities, granaries, and elevators. This law-in-draft will be considered in the first reading by the deputy corps at one of the plenary sessions.
