Amendments to the Housing Code

Dormitories can be used as temporary housing for orphans who have reached the age of majority and children left without parental care. The Committee on Regional Policy, Local Self-Government and Housing and Public Utilities prepared at the meeting the amendments to the Housing Code of the Pridnestrovian Moldavian Republic for the second reading. Orphans and children left without parental care, after reaching the age of 18, are legally entitled to receive a separate living quarters. According to the state target program, funding is provided every year for the purchase of housing for orphans in the budget. It must strictly comply with the norms of the Housing Code. The social norm for one living person is 33 sq. m. This is more than the average apartment in the housing market. State administrations have problems in acquiring such housing. In addition, the queue for housing among orphans is increasing at a faster rate than the provision of housing by the state. Temporary housing is the way out. This can be either commercial or social employment, or a dormitory.

Providing the opportunity to temporarily live in a dormitory is a temporary solution to the housing problem of an orphan and is considered a partial improvement in living conditions. Therefore, it does not deprive a citizen of the right to receive housing in the future in accordance with the queue and norms of the state target program. The submitted law-in-draft will be considered in the second non-final reading at the next plenary session of the Parliament.
