The Government has submitted for consideration to the Supreme Council a package of legislative initiatives that propose to amend the laws “On the Protection of Consumer Rights” and “On Internal Trade,” as well as the Civil Code. All proposed changes relate to remote trading including using various Internet resources.

The state supervision service is currently recording complaints received against sellers who sold them goods remotely, as a representative of Government noted in the course of the meeting of the Committee on Economic Policy, Budget and Finance. Sellers refuse to exchange goods that do not fit, there is no reliable information about the purchase, and much more. However, the Government notes today, there are no rules in the legal framework of the republic that will regulate this area.

Parliamentarians asked in the course of the meeting of the Committee on Economic Policy, Budget and Finance, whether similar norms exist in the legal framework of other states. As an example, the Government representative cited the legislation of the Russian Federation. The deputies asked other questions.

As noted by the Chairman of the Committee Viktor Guzun, parliamentarians understand why the Government is proposing this package of legislative initiatives and supports the introduction of a number of changes. However, it is necessary to build a clear algorithm. The Government expressed its readiness to work on the amendments in preparation for the second reading. The package of legislative initiatives has been adopted in the first reading in the meantime. It will be considered at one of the upcoming plenary meetings.

Parliamentarians will consider the legislative initiative of their colleagues, deputies Alexander Korshunov and Galina Antyufeyeva, in the course of the plenary session in two readings at once tomorrow, on October 25. We are talking about introducing amendments to the law “On Corporate Income Tax”. It is proposed to extend until December 31, 2024 the rule for establishing a reduction coefficient for sanatorium and resort institutions in terms of taxation of sales revenue for the main type of activity. The authors of the legislative initiative consider that this will allow further development of the infrastructure of these institutions.
