New measures of state support are prepared for adoption under conditions of the state of emergency

The President Vadim Krasnoselsky held several meetings with the Presidiums of the Government and the Supreme Council. The amendments to the law on measures of state support during the state of emergency were discussed. Earlier on May 12, a decree was signed to extend the state of emergency until June 1. In this regard, a second package of measures to support enterprises and citizens was formed. The law-in-draft and its amendments were discussed today in the course of the meeting of the Committee on Development of Entrepreneurship and Industry.

Deputies of the relevant committee proposed to supplement the anti-crisis law with amendments that specify the categories of enterprises and organizations entitled to state reimbursement of 50% of the minimum wage to their employees during the emergency period. It is also proposed to enable enterprises whose activities have been suspended to expend receipts from their individuals for wages. It was proposed that unemployment benefits be paid without re-registering by the unemployed until the end of the state of emergency.

The Head of the Committee on Legislation Galina Antyufeeva proposed legislatively establishing the possibility of replacing food packages with monetary compensation. They are issued to kindergarten pupils and schoolchildren who are entitled to free meals.

The Entrepreneurship Committee proposed to give the State Reserve Fund the right to provide business entities with financial assistance from Russia to pay salaries during the emergency period, as well as to pay taxes related to the payment of wages to support small businesses.

It was proposed to provide state support measures to medical workers who cannot work in the qualification category in connection with business trip for the treatment of patients with coronavirus infection. The Health Committee during the period of the emergency proposes to keep them paying the salary premium for the category. The term of qualification categories for medical workers will be extended for the entire period of the state of emergency, as well as within 30 calendar days from the date of cancellation of the emergency. Another amendment of the Health Committee relates to providing co-payments to the medical staff of hospitals that treat patients with coronavirus.

All these amendments to the law “On state support during the state of emergency 2020” will be discussed today by the entire deputy corps in plenary.
