Housing for orphans

Report on the implementation progress in 2021 of the state target program “Providing living quarters (apartments) or residential houses for orphans, children left without parental care, persons from among orphans and children left without parental care, for the period 2018-2027” was heard in the course of the meeting of the Committee on Social Policy and Healthcare. It was introduced by the Minister for Social Protection and Labor Elena Kulichenko.

8234982 rubles were allocated in the republican budget for the purchase of 34 apartments for the implementation of the Program in 2021. Close work was carried out to revise the number of apartments together with the state administrations of cities and regions. As a result, 39 apartments were purchased (5 more than planned). For example, they bought 8 apartments in Tiraspol, 7 residential premises each in Bendery and7 in Rybnitsa district, 10 in Slobodzeya district. The state program was financed for a total of 7475209 rubles. Budget savings amounted to 759773 rubles, the minister noted.

According to the Ministry of Social Protection, the state program for 2021 was 100 percent implemented.

The state target program "Providing housing for orphans and children left without parental care" was developed and adopted by the Supreme Council in April 2017 and is designed for 10 years. Approximately 7-8 million rubles have been allocated annually in the state budget for the purchase of apartments and houses for orphans since 2018.

The main objective of the program is to provide housing for orphans and children left without parental care. 1188 orphans are on the waiting list for housing as of January 1, 2022.

Deputies of the Committee on Social Policy and Health considered today the law-in-draft "On additional guarantees for the social protection of orphans and children left without parental care". According to it, the state administrations of cities and regions will have to pay monthly compensation to orphans for commercial rental of housing, if it is not possible to provide graduates of boarding schools with a separate apartment or a temporary hostel. The Committee will recommend consideration of the law-in-draft in plenary session.
