Amendments to the Law on State Measures: Measures for Payment of Salaries and Benefits

The Committee on Economic Policy, Budget and Finance considered the law-in-draft "On Amendments to the Law of the PMR "On State Measures Aimed at Minimizing the Negative Impact on the Economy Associated with the Reduction (Termination) of Natural Gas Supplies to the PMR in 2025". The President of the Pridnestrovian Moldavian Republic sent the law-in-draft to the Supreme Council of the Pridnestrovian Moldavian Republic in the regime of legislative necessity with a review period until June 26. The Minister of Finance presented the law-in-draft to the deputies in the course of the meeting of the relevant committee.

This is necessary to ensure the fulfillment of the social obligations assumed by the state – salaries and benefits. The draft law proposes to pay wages, cash allowances, remuneration for work (service), and final settlement upon dismissal, which are made from the state budget and extra-budgetary funds, in equal parts twice a month from July 1 to December 31, 2025. The law-in-draft defines specific payment periods. It is also planned to determine the procedure for sending current receipts and balances of funds received by city (district) budgets by local authorities to the republican budget to cover cash gaps – also for timely social payments to the population.

Deputies of the Committee on Economic Policy and deputies of the parliamentary Committees asked representatives of the Government of the PMR all the questions of interest regarding the draft law - regarding the presented norms and their implementation.

The Parliamentary Committee on Economic Policy, Budget and Finance prepared tables of amendments for adoption and discussion for the second reading of the law-in-draft. For example, the Committee on Economy proposes to change the provisions of the draft law in terms of salary payments and establish that from July 1 to December 31, 2025, the payment of wages (salaries, allowances), other amounts due, and the final settlement upon dismissal to persons whose remuneration for work (service) is carried out at the expense of the state budget or extra-budgetary funds are made at least once a month in the manner determined by the regulatory legal act of the Government of the Pridnestrovian Moldavian Republic. The government proposed to fix in the law on state measures for the personnel of business-accounting organizations the minimum wage at the level of the second quarter of 2025. This was reported by the Minister of Economic Development of the PMR Sergey Obolonik. The Supreme Council of the PMR will discuss the concept of the draft law and make an agreed decision on the amendments proposed for the second reading. The Committee on Economic Policy, Budget and Finance will recommend that the Supreme Council of the PMR adopt in two readings at the next plenary session on June 25 the draft law “On Amendments to the Law of the PMR “On State Measures Aimed at Minimizing the Negative Impact on the Economy Associated with the Reduction (Termination) of Natural Gas Supplies to the PMR in 2025”.
