Deputies of the Supreme Council initiated amendments and additions to the PMR Constitution and the Electoral Code. The legislations were considered today in the course of the meeting of the Committee on Legislation, Protection of Rights and Freedoms of Citizens. We are talking about reforming the system of local government bodies. The authors propose to stipulate that the procedure and conditions for holding elections of representative bodies of state power and local self-government are established by law.
As for the electoral legislation the deputies propose by analogy with Russian legislation to change the procedure for forming territorial, district, precinct election commissions, to simplify the procedure for drawing up a protocol on the results of voting. It is proposed in addition to supplement the Electoral Code with a new institution – early elections.
The authors of the initiative propose to exclude from the grounds the period of permanent residence in the relevant territory at the time of the elections in order to expand the right of citizens to be elected to government bodies. Thus, the deputies consider, a larger number of people will be able to exercise their passive electoral right in the elections of people's deputies of the Councils of People's Deputies of villages, settlements, and satellite cities.
The innovations concern the formation of rural and settlement Councils of People's Deputies: it is proposed to optimize the number of rural and settlement deputies by establishing a different number of deputies depending on the number of voters.
The proposed legislative changes were supported by the Committee deputies. The legislations will be considered in the first reading at one of the next plenary sessions.
