The Code of Administrative Offenses may prescribe a separate fine for stopping or parking vehicles where prohibiting road signs or markings are installed. In particular, we are talking about signs: 3.27 “Stopping is prohibited”, 3.28 “Parking is prohibited”, 3.29 “Parking is prohibited on odd days of the month”, 3.30 “Parking is prohibited on even days of the month”. Traffic militia inspectors will detain the cars and send them to the impound lot in case of such violations, if there is a sign 8.23 (a tow truck is operating). The law-in-draft of the President of the Pridnestrovian Moldavian Republic was considered by deputies of the Committee on Legislation, Protection of Rights and Freedoms of Citizens in the course of the meeting.
The explanation to the law-in-draft notes that paragraph 1 of Article 12.20 of the Code of Administrative Offenses already provides for liability for violation of parking or stopping rules (fine - 5 minimum wages (92 rubles)). Mostly, violations recorded included stopping and parking a car on the left side of a two-way road, on the sidewalk or outside populated areas on the carriageway of main roads. Traffic militia officers do not have the ability to detain vehicles if they are left in the area of prohibition signs 3.27-3.30 of the Traffic Rules or markings. Therefore, the law-in-draft proposes to introduce special liability by supplementing Article 12.17 of the Code of Administrative Offenses with paragraph 4: failure to comply with the requirements prescribed by road signs or road markings prohibiting stopping or parking of vehicles. A fine of 10 minimum wages (184 rubles) is imposed for this offense. If the driver is not present at the scene of the offense, the traffic militia officer will have the right to detain the car.
The proposed changes to the Administrative Code, according to the author of the law-in-draft will improve the level of road safety in the republic. The relevant committee will recommend adopting the law-in-draft in the first reading at a plenary meeting of the Supreme Council, where deputies will be able to ask official representatives questions about the implementation of the proposed regulations.
