The Government proposes to amend the Housing Code, according to which orphans and those left without parental care will be allowed to live in hostels until the state finds suitable housing for them. According to the current state program, the state is obliged to provide orphans after the age of 18 with housing. Millions of rubles are allocated in the budget for the purchase of houses or apartments every year. They must comply with the standards established by the Housing Code. For example, the area of an apartment for a lonely person is 33 square meters, if an orphan created a family, then the area of housing changes. Acquisition of housing for orphans in cities and districts is handled by state administrations. There is often a situation that there is no suitable apartment or house according to the standards and the queue is delayed. Orphans and from among those left without parental care have the right to temporary housing in such cases.
Considered in the course of the meeting of the Committee on Regional Policy and Housing and Public Utilities, the legislative initiative will enable state administrations to provide orphans who are in line for housing with a place in a hostel. Providing a place in a hostel will be considered a partial improvement of living conditions and does not deprive a place in the housing queue. It will help citizens from among orphans and left without parental care to live in normal conditions during their studies, service or work. The Regional Policy Committee recommended that the law-in-draft be adopted in the second reading at one of the plenary sessions of the Supreme Council of the Pridnestrovian Moldavian Republic.
