The Committee on Regional Policy, Local Self-Government and Housing and Communal Services held a regular meeting. The attention of the committee deputies was focused on two interrelated legislations of the PMR President, which amend the PMR Housing Code and the law on the Road Fund.
The need to improve the process of maintaining roads and their timely repair, improving infrastructure elements, as well as improving the method of distributing and using funds from the Road Fund became the purpose of the considered amendments.
It is proposed to exclude from the concept of “domestic area” the words “sidewalks, courtyards and intra-block driveways”. The responsibility for maintaining highways is at present on the organizations that maintain it. According to the rationale for the law-in-draft, sidewalks, courtyards and intra-block passages are not the common property of the owners of residential and non-residential premises in apartment buildings. Consequently, the costs of their repair are not included in the costs of maintenance and servicing of the common property of an apartment building, which are borne by the owners of the premises, according to the Housing Code of the Pridnestrovian Moldavian Republic. The President proposes to allocate funds for the repair of sidewalks, courtyards and intra-block driveways from the PMR Road Fund. As stated in the explanatory note to the legislations, it is proposed to include the length of intra-yard and intra-block driveways in the given length of highways in cities and regions, so that funds are also allocated for these roads in proportion to their length.
The proposed changes are aimed at optimizing the management of road infrastructure and ensuring the efficient use of resources. On February 8, during a discussion of the results of work for 2023 of the state administration of the city of Bendery, the PMR President Vadim Krasnoselsky gave instructions to revise the principle of distribution of the Road Fund, based not only on the length, but also on the load on the roads. The President considers that the approach to recording intra-block passages needs to be changed.
Deputies of the committee supported the proposed legislations; they were introduced by the President in the mode of legislative necessity and will be considered at the plenary meeting of the Supreme Council of the Pridnestrovian Moldavian Republic on the 27th of February.
