Cold arms is not always dangerous

The agenda of the meeting of the Committee of the Supreme Council on security, defense and peacekeeping was included only one question - the law-in-draft to amend the law "On the turnover of arms and ammunition on the territory of Pridnestrovie". The authors of the initiative were parliamentarians Andrey Sipchenko and Yuri Sporish. The deputies propose to enshrine at the legislative level, the legal rate at which the criteria of the structurally similar to the arms of products will be identical to the criteria established by the regulatory legal acts of the Russian Federation.

The law "On the turnover of arms and ammunition on the territory of Pridnestrovie" the defenition gun understood appliances and items aimed at striking live or other target, giving signals, as well as the main parts of the weapon, which determine its functional purpose. On this basis, arms does not include products that are certified as subjects of domestic and industrial purposes, sports equipment, structurally similar to arms, as well as dummies. For example, a kitchen knife, certified as "products for household and industrial purposes" is not considered as a weapon.

However, in the trafficking of citizens across the state border of such products the customs officers have questions about their using. The reason for this, according to members of parliament, is the lack of the necessary legal framework for the classification of products to the subjects household or other purposes. The authors of the legislative initiative consider that is possible to solve the problem by establishing specific technical parameters of a weapon at the legislative level. For example, as for issues related of relation of knife to cold steel that should affect the length and hardness of the blade, the thickness of the butt, design and impact force. In Russia, these criteria are set by National State Standard. The head of the parliamentary committee Andrey Sipchenko, the law-in-draft proposes to refuse to recognize the Russian standards in the republic, and to establish the criteria specified therein.

In preparing the document for the second reading the amendment came from the deputy Galina Antyufeeva, which is requested to approve the criteria of Pridnestrovian legislation.

Deputies of the Committee on security, defense and peacekeeping would recommend the deputies to adopt it in the second reading taking into account amendments to the law-in-draft received from legal entities.
