The State Program for lamps replacing: second reading

The Committee on Agro-Industrial Complex, Transport, Construction and Natural Resources has prepared for consideration in the second reading a draft of the state target program “Replacement of lamps with mercury-containing street lighting lamps on public roads of the PMR, which are in state and municipal ownership, with LED lamps”, designed for 2024 -2028.

The need to finalize the document and to prescribe the source of financing for the new state program, which should begin to operate this year was noted first of all when the law-in-draft was adopted in the first reading. 

The relevant parliamentary committee, in addition to clarifying and editorial amendments, prepared an addition prescribing financial support for the implementation of the program. The amendment states that the source of financing for the purchase of LED lamps is funds from the republican budget. The work itself to replace the lamps (dismantling and recycling of old lamps and installation of new ones) will be financed by the contractor on whose balance sheet the street lighting networks are located, that is the "ERES" State Unitary Enterprise. It is stated that the program is financed from the republican budget in the amount approved by the budget law for the corresponding financial year.

Deputies of the Supreme Council will consider the prepared amendments at one of the plenary meetings.

The draft state program was proposed by the Government due to the fact that modern LED lamps are environmentally friendly and safe. Their use will reduce energy costs. The average calculated power of operated mercury street lamps is 150 W. This figure will be equal to 77 W for LED, according to forecasts. For example, LED lamps have already been produced by the Elektromash plant for several years.
