Financing the construction of a new solid waste landfill

Work on the legislative initiative submitted to the Supreme Council by the President, according to which it is planned to allocate funds and begin construction of the first stage of the third stage of the solid domestic waste landfill near the village of Malaeshty, Grigoriopol district, continues in the relevant Committee on Economic Policy, Budget and Finance this year.

The operating landfill for municipal solid waste, which is located near the village of Malaeshty stops receiving garbage. A month is allotted for its cultivation. It was decided that the waste from both the capitals and Bendery would be taken to the landfill in Parkany. According to experts however, this landfill will last until December with the current volumes of solid domestic waste removed. Therefore, the new landfill should be ready by this date. It was decided to carry out its construction near the old Malaeshty solid waste landfill and use one of the depleted sand quarries. This will be faster and cheaper.

Both the deputies and the authorities of Tiraspol agree with the initiative of the President. However, different opinions were voiced on how local authorities should participate in the equity co-financing of the new solid waste landfill as part of the work on the amendments.

According to the current legislation, the Speaker of the Parliament Alexander Korshunov recalled that the construction and reconstruction of solid domestic waste landfills is carried out from the funds of the Ecological Fund of the municipal budget. However, the current project is large-scale and expensive and urgent. Therefore, the deputies of the Supreme Council found the money in the republican budget for the construction of a new landfill. Garbage will be brought there by Tiraspol, Bendery, the nearest villages of Slobodzeya and Grigoriopol districts. Based on these nuances, the Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic amended the proposal: to allocate 19 million rubles from the republican budget for the construction of the first stage of the third stage of the solid domestic waste landfill near the village of Malaeshty, Grigoriopol district, at the expense of targeted subsidies. Another 6 million will be added by Tiraspol as part of equity participation. The Council of People's Deputies of the city of Tiraspol and the city of Dnestrovsk, at the suggestion of the state administration of the city of Tiraspol and the city of Dnestrovsk, will need to make appropriate changes to the decision on the local budget of the city of Tiraspol for 2023 in terms of reflecting the indicated funds of equity participation in the construction of the first stage of the third stage of the solid waste landfill in expenditure side of the local budget.

The Head of the state administration Oleg Dovgopol said that this year the budget of the capital would not be able to find the necessary funds for the construction of a new solid waste landfill. However, Tiraspol is ready to allocate the necessary funds to the expenditure items as part of the preparation of the local budget from 2024.

The deputies will make the final decision on this issue tomorrow at the plenary session. It is planned that the law-in-draft will be considered in two readings at once.
