Since 2008, there is a law "On charitable activities and charitable organizations" in the country, enshrining respectively, the foundations of legal regulation of charitable organizations (funds). Deputies of the Supreme Council proposed to regulate relations in the sphere of philanthropic activities, thus separating the concept of philanthropy and charity. Head of the Parliamentary Committee on Education, Science and Culture Mikhail Burla and his deputy Ilona Tyuryaeva proposed an appropriate legislative initiative, new for legal environment of PMR, by analogy with the Russian law - "On Sponsorship and patronage activities".

The package presented legislations aimed at improving the laws "On Culture" and "On the tax on income of organizations". The document was recommended by deputies for adoption in the first reading.

Another initiative was supported by members of the Committee on Education. It concerns the preservation of rural libraries. Members of Parliament Galina Antyufeeva and Oleg Belyakov proposed to supplement the laws "On Libraries" and "On bodies of local authorities, local government and public administration in Pridnestrovie," the rules by which the liquidation or reorganization of the municipal library, located in rural areas, will be permitted only with the consent gathering residents.

Today, 123 municipal libraries are operating in the republic, 87 of which - rural. There is a tendency of the annual reduction in their number. One reason for this - is an emergency condition of the buildings where they are located. Deputies of the profile committee consider it necessary to make every effort on the part of the state to save libraries. Proposed initiatives were supported unanimously.
