For the convenience of payment card users in rural areas

The Committee on Economic Policy, Budget and Finance considered a package of legislations prepared for the first reading, which will allow payment card holders to withdraw cash from their accounts and make deposits at the cash desk of legal entities and individual entrepreneurs.

More than 4 thousand people who live in 52 villages of the republic do not have the opportunity to make deposits the card or withdraw money at their place of residence, as noted by the author of the legislative initiative, parliamentarian Yuriy Kucherenko. This indicates the need to develop Cash-in (card replenishment) and Cash-out (card withdrawal) services to provide such an opportunity in places where there are no bank offices and the State Unitary Enterprise "Post of Pridnestrovie" or outside working hours, which will allow in villages where there are stores accepting payment cards to organize the replenishment of a bank card (account) and the withdrawal of funds from an account. As Yuri Kucherenko noted when presenting the package of legislations, the introduction of services for withdrawing cash from their accounts and replenishing bank cards at the cash desk of legal entities and individual entrepreneurs engaged in retail trade is convenient not only for the population. Legal entities or individual entrepreneurs will be able to optimize their costs, in particular, we are talking about collection. As for taxation, these transactions will not fall under the category of taxable ones. The Cash-out service has been provided throughout Russia since 2020. However, the Cash-in service, despite the legislatively enshrined possibility of providing such a service, has not yet been implemented in the Russian Federation. It is planned in Pridnestrovie to introduce both such services at once. The initiative requires amendments to 6 laws and several by-laws.

Parliamentarians asked questions to the author of the initiative in the course of the meeting of the Committee on Economic Policy, Budget and Finance. Deputy Chairman of the Committee Vadim Kravchuk drew attention to the need to introduce two services at the same time and asked how this would happen.

Chairman of the Committee on Economic Policy, Budget and Finance Viktor Guzun noted in conclusion that consultations were held before the consideration of the package of legislations in the course of the Committee meeting. The deputies did not have any objections in general.

The Committee has prepared a positive conclusion. The package of legislations will be submitted to one of the next plenary sessions for consideration and adoption in the first reading.
