Deputies of the Supreme Council of the Committee on agriculture, transport, construction, natural resources and ecology Efimy Koval, Oleg Leontiev, Igor Yarych, Oleg Bayev, and Vladimir Pasyutin developed a legislative initiative to amend a number of articles of the Land Code, regulating the relations in terms of termination of rights of land use. According to the parliamentarians, cases of deprivation of rights of economic entities on the ground should be clearly defined in the new version.

Today, one of the reasons of withdrawal of land is a failure to eliminate violations of land legislation. A former owner at that is brought to administrative responsibility. Among these violations – there is destruction of topsoil as a result of violations of the rules of handling pesticides and agrochemicals or other hazardous to human health and the environment substances and wastes of production and consumption, and inappropriate and inefficient use of agricultural land, resulting in lower yields by a quarter during two years. Climatic factors in this case are the exception.

The result of the adoption of the proposed amendments to the Land Code, as noted by the authors, is to create conditions for rational land use and protection, and the protection of land use rights, strengthening the rule of law in the sphere of land relations.
